Local Control Accountability Plan (LCAP)
The 2013-2014 Budget Act replaced the previous K-12 finance system with the Local Control Funding Formula (LCFF). Under the new system, districts receive a uniform base grant, plus additional supplemental funds for students with greater educational needs, defined as low-income, English learner, and foster youth students.
As part of the Local Control Funding Formula (LCFF), school districts are required to develop, adopt, and annually update a three-year Local Control and Accountability Plan (LCAP). The plan must include information about the district’s goals for students according to the priorities set by the state. The LCAP identifies the following eight priorities: Student Achievement, Student Engagement, Other Student Outcomes, School Climate, Parental Involvement, Basic Services, Implementation of Common Core State Standards, and Course Access.
The development of the LCAP is guided by specific requirements. The actions and expenditures must reflect details related to the goal for the specific subgroups of students designated in the Education Code, including low income pupils, English Learners (EL), foster youth, and pupils with disabilities. Based on the state formula, the supplemental funding for our district remains quite small, but is increasing slightly. We received $177,994 in 2015-2016. We are expecting supplemental grants in the amount of $210,672 for 2016-2017, $237,456 in 2017-2018 and $299,484 in 2018-2019. These supplemental grant allocations fund the EL teachers who provide the instructional program for our English Learners.
The LCAP was approved by the Governing Board on June 26, 2019.
